Francis Fey, President


Francis Fey has over 30 years of experience in the property / casualty insurance industry. His broad experience includes TPA management, risk retention / pool administration, reinsurance placement, insurance company management, agency / brokerage management, and risk management consulting. Since founding the firm in 1985, he has built and managed JI, providing insurance, risk management and employee benefit management services to public entities, and to private self-funded and group clients. With a staff of 132, JI manages more than $120 million in premium and self-funded premium-equivalent annually. In addition to his responsibilities as President, Francis provides strategic and operational counsel to self-insurance pools, insurance companies and group programs.

Francis received a B.A. from Rice University, and has completed specialized study in programs sponsored by the Risk and Insurance Management Society (RIMS) and the Public Risk Management Association (PRIMA).

Sam Francis, Executive Vice President / General Counsel

Sam Francis leads contract development and negotiations, business transactions, corporate compliance, board oversight, and regulatory affairs efforts at JI. Sam has particular expertise in the federal, state, and local laws and regulations governing ERISA, self-insurance, insurance, claims and litigation management, sovereign immunity, agency operations, and pooling arrangements. He has over 20 years of risk management, consulting, program development, TPA management and agent/brokerage experience, and 20 years experience as an attorney. He speaks regularly to groups of directors, officers, executives, managers, and elected officials on these and other issues.

Sam received his Bachelor of Arts Degree in Economics from Rice University and his J.D. from The University of Texas School of Law.

Sam also maintains license qualifications for the following: general lines agent for life, accident, health and HMO; general lines agent for property and casualty; surplus lines agent; managing general agent; and reinsurance intermediary.

Joseph W. Hrbek, JD, CLU, Chief Operating Officer


Joe Hrbek is JI’s Chief Operating Officer (COO) and has 30 years of industry experience. He possesses a strong combination of cross-functional experience in group life and health insurance, managed care, network development, and TPA operations. His broad expertise includes such areas as management/operations; sales / distribution system development; managed care / network development; organizational development / cultural change.

As COO, Joe manages, plans, and directs JI’s operational policies, objectives, and initiatives, advising the CEO on strategic business development and key corporate planning issues. He works with the Executive Team to develop and implement plans for the operational infrastructure of systems, processes, and personnel designed to accommodate JI’s growth objectives.

Joe received his BA with honors from Princeton University and his JD from Lincoln Law School of Sacramento. He also has Charter Life Underwriter designation (CLU) from The American College.

Herman Juarez, Chief Financial Officer

Herman Juarez oversees the corporate financial operations including accounting, treasury management, forecasting, and financial statements. He also provides a full range of client financial services including investment, cash management, budgeting, rate and premium forecasting, and regulatory reporting requirements.

He has over 15 years of experience in the insurance industry. Herman and the Finance team have received several awards for financial reporting excellence from the Governmental Finance Officers Association.

Herman holds an MBA from St. Edward’s University.

David P. Murray, CLU, CIC, Vice President, Sales and Account Management

David Murray leads the Sales, Marketing, Proposal Development, and Account Management operations at JI.  A seasoned veteran of the Commercial and Public Entity market place David brings over 30 years of expertise and accomplishment to the JI Companies.

David’s experience within the Public Entity market place both from a Fully Insured and Self-Funded perspective, his leadership qualities developed both domestically and internationally, and his commitment to delivering the very best result for JI’s clients make David a valuable member of the JI Executive Team.

In 1988, David earned the Chartered Life Underwriter designation from the American College and in 1994 earned the designation Certified Insurance Counsellor from the Society of Certified Insurance Counsellors.  In 2005, David earned his Series 6 NASD Certification.  David is a member of the Society of Financial Service Professionals, the Society of Certified Insurance Counsellors, and the General Agents and Managers Association (GAMA). 

David studied at the University of Vermont, the University of Hartford and earned a BS Degree in Aviation Science from the Embry-Riddle Aeronautical University.  
 

Greg Womack, Vice President / Program Executive

Greg Womack is responsible for the daily operations and management of the Texas Council Risk Management Fund, the Texas Water Conservation Risk Management Fund, and self-insurance pools that provide worker's compensation, liability, and property coverage’s to their respective members throughout Texas. Greg has also served as a consultant on various engagements including captive feasibility and other alternative risk financing studies, insurance review and development of bid specifications, and development of systems for identification and maintenance of exposures. He has over 20 years of risk management and insurance experience. He also has operational responsibility for Property/Casualty Claims, Loss Control, and Research, Development and Communications.

Greg received his MBA with a concentration in Risk Management and Insurance and his Bachelor of Business Administration degree with majors in Finance and Risk Management and Insurance from The University of Texas at Austin. Greg is also a licensed risk manager and holds various agent licenses.

Parker Chambers, CRM, CIC, Vice President / Program Executive


Parker Chambers
oversees all aspects of JI's fully insured, self-funded, Nonsubscriber and self-insured risk pool clients' underwriting, rating, reinsurance, rate development, eligibility, policy issuance and actuarial development functions. Additionally, he manages the design, development and continued evolution of JI's property/casualty and rating systems. He has more than 15 years of risk management and insurance experience.

Parker holds a BBA in Risk Management and Insurance and Finance from the University of Texas and is a Certified Insurance Counselor from the Society of Certified Insurance Counselors. Parker also maintains the following licenses: managing general agent; reinsurance intermediary; general lines agent for property and casualty; surplus lines agent; general lines agent for life, accident, health and HMO; and risk manager.

Heather S. Coady, Vice President, Claims

Heather S. Coady is the Vice President of Claims for JI Companies and brings more than two decades of experience in workers’ compensation claims administration.  Heather is responsible for designing, implementing, and managing of customized claims management solutions as well as conducting client-training sessions.  She has been an active participant in the system conversions of our Risk Management Information System as well as in implementing the operational components of electronic data interchange (EDI). She actively participates to influence legislative and regulatory changes that directly affect workers’ compensation claims handling. Heather oversees two managers, six supervisors, 29 adjusters and nine claims assistants.

Heather has been with JI since 1991. She holds an insurance multi-lines adjuster license (Type 08).

Sam Mooney, Chief Information Officer

Sam Mooney is Chief Information Officer and serves as a member of the Executive Team. He has over 20 years’ technology industry experience with significant expertise in product development, project management and partner management.

Sam is responsible for all aspects of information technology at JI. He works with internal teams and clients to meet and exceed their information and reporting requirements and needs. His strengths lie in bringing technology, partners and key business stakeholders together to solve real life problems in today’s business environment.

Sam holds a Bachelor of Business Management degree from LeTourneau University and participates in the American Management Association and Project Management Institute.
