Leadership

CEO/President

Francis FeyFRANCIS FEY has over 20 years experience in risk management consulting, TPA management, reinsurance placement, brokerage, and risk retention pool administration. He has an in-depth understanding of information technologies and how to best implement them as part of risk management and health insurance solutions. He has provided critical leadership as project manager for numerous startup operations including four major public entity pools, two Texas domiciled insurance companies, and numerous association and group purchase programs.

Francis is a graduate of Rice University and has performed specialized study in insurance company executive development programs as well as programs sponsored by the Risk and Insurance Management Society (RIMS) and the Public Risk Management Association (PRIMA). He is a frequent speaker on risk pool and program management topics across the country.


Executive Vice President/General Counsel

Sam FrancisSAM FRANCIS leads contract development and negotiations, business transactions, corporate compliance, board oversight, and regulatory affairs efforts at JI.  Sam has particular expertise in the federal, state, and local laws and regulations governing ERISA, self-insurance, insurance, claims and litigation management, sovereign immunity, agency operations, and pooling arrangements. He has over 15 years of risk management, consulting, program development, TPA management and agent/brokerage experience, and 20 years experience as an attorney. He speaks regularly to groups of directors, officers, executives, managers, and elected officials on these and other issues.

Sam received his Bachelor of Arts Degree in Economics from Rice University and his J.D. from The University of Texas School of Law. In addition to being a licensed attorney, Sam also maintains license qualifications for the following: general lines agent for life, accident, health and HMO; general lines agent for property and casualty; surplus lines agent; managing general agent; and reinsurance intermediary.


Chief Financial Officer

Herman Juarez HERMAN JUAREZ oversees the corporate financial operations including accounting, treasury management, forecasting, and financial statements. He also provides a full range of client financial services including investment, cash management, budgeting, rate and premium forecasting, and regulatory reporting requirements.

He has over 10 years of experience in the insurance industry. Herman and the Finance team have received several awards for financial reporting excellence from the Governmental Finance Officers Association.

Herman holds an MBA from St. Edward’s University.


Chief Information Officer

Sam Mooney SAM MOONEY is Chief Information Officer and serves as a member of the Management Team. He has over 15 years’ technology industry experience with significant expertise in product development, project management and partner management.

Sam is responsible for all aspects of information technology at JI. He works with internal teams and clients to meet and exceed their information and reporting requirements and needs. His strengths lie in bringing technology, partners and key business stakeholders together to solve real life problems in today’s business environment.

Prior to coming aboard at JI, Sam led the definition, development and delivery of new and existing software products at SBPA Systems and operating unit of SunGard Relius. He improved company profitability by optimizing operational processes leading to over a 50% reduction in customer reported issues.

Sam holds a Bachelor of Business Management degree from LeTourneau University and participates in the American Management Association and Project Management Institute.


Vice President/Sales & Account Management

KEVIN McCORMICK joined JI in 2008 to oversee new business development and account management functions. He is responsible for developing and implementing strategic sales plans, diversifying JI’s service book, and introducing new product lines. Kevin brings more than 20 years of experience in national and regional account sales and service, including executive and staff positions with national carriers.

Kevin’s expertise lies in the creation and management of alternative risk funding programs; he founded four new workers’ compensation self-insurance groups for a national TPA before coming to JI. He received a Bachelors degree from Rutgers University, and an Associate in Risk Management (ARM) from the Insurance Institute of America. He also holds a Texas property & casualty agent’s license.


Vice President/Program Executive

Parker Chambers PARKER CHAMBERS oversees all aspects of JI's fully insured, self-funded, and self-insured risk pool clients' underwriting, rating, reinsurance, rate development, eligibility, policy issuance and actuarial development functions. Additionally, he manages the design, development and continued evolution of JI's property/casualty and health underwriting and rating systems. He has over 15 years of risk management and insurance experience.

Parker holds a BBA in Risk Management and Insurance and Finance from the University of Texas and is a Certified Insurance Counselor from the Society of Certified Insurance Counselors. Parker also maintains the following licenses: managing general agent; reinsurance intermediary; general lines agent for property and casualty; surplus lines agent; general lines agent for life, accident, health and HMO; and risk manager.


Vice President/Program Executive

Greg WomackGREG WOMACK is responsible for the daily operations and management of the Texas Council Risk Management Fund and the Texas Water Conservation Risk Management Fund, self-insurance pools that provide workers’ compensation, liability, property and employee benefit coverages to their respective members throughout Texas. Greg has also served as a consultant on various engagements including captive feasibility and other alternative risk financing studies, insurance review and development of bid specifications, and development of systems for identification and maintenance of exposures. He has over 15 years of risk management and insurance experience. He also has operational responsibility for Property/Casualty Claims, Loss Control, and Research, Development and Communications.

Greg received his MBA with a concentration in Risk Management and Insurance and his Bachelor of Business Administration degree with majors in Finance and Risk Management and Insurance from The University of Texas at Austin. Greg is also a licensed risk manager and holds various agent licenses.
